As for how to make friends, on the Dreamwidth home page you can search for entries containing particular search terms. That's how I most likely found your post. On the Explore page you can also search by interests. So you can find users who have listed exo or k-pop as one of their interests that way.
The best way to make fandom friends though is The Fandom Snowflake Challenge on every January. Once in a while there are also friending memes hosted on different journals and communities, and some communities specifically for finding mutuals here are addme and addme_fandom.
